One of the newest commitment makers to FP2020 and a member of both the Ouagadougou Partnership and SWEDD (Sahel Women’s Empowerment and Demographic Dividend project), the Government of Chad faces many challenges in accelerating progress, including an ongoing humanitarian crisis, frequent and consistent stockouts, and limited domestic resources allocated to family planning. Despite this, the Government of Chad has an optimistic focus on adolescents and youth, who make up 45% of its population, within its commitment to increase modern contraceptive utilization from 5% to 8% by 2020. The development of a National Sexual Health Strategy for Adolescents and Youth in 2018 points to positive action. After 16 years of persistent advocacy led by stakeholders and FP2020 focal points in country, in July 2018, the Council of the Ministry approved the decree of application, creating legal framework and rendering effective Chad’s reproductive health law.

FP2020 uses a suite of quantitative metrics—Core Indicators—to monitor progress annually across 69 focus countries. Estimates for the Core Indicators are produced annually by commitment countries through a network of country-based Track20 M&E officers housed in government institutions.
